EARLY CHILDHOOD EDUCATION

The Andrews Labor government is repairing, expanding and building new kinders so every child can access three-year-old kinder as the groundbreaking program rolls out across the state.

I’m pleased to announce that a new early learning centre will be built in Rosanna, thanks to a $1.5 million contribution from the Andrews Labor government in partnership with Goodstart Ltd.

The $4.47 million facility is estimated to be completed in late 2021, ahead of the statewide rollout of funded universal three-year-old kinder in 2022.

The old and substantial former Uniting Church venue in Bellevue Avenue will be the site of this important investment for Rosanna families. The kindergarten development will be a welcome enrolment feeder for places like Rosanna Primary School

DAVID MCKENZIE OAM

I rise to offer heartfelt congratulations on behalf of the Ivanhoe electorate to David McKenzie, OAM, a recipient of that award in the recent Queen’s Birthday honours list. It was a big time, early June, and of course on 30 May, David celebrated his 87th birthday.

As a former MHR for Diamond Valley—more familiar to people in this place as the seat of Jagajaga in our federal Parliament—in those turbulent, exciting and reforming days of the Whitlam government he was our local MP from 1972 to 1975 and set the gold standard for representation that we have seen maintained by his successors, the Honourable Peter Staples and the Honourable Jenny Macklin.

COVID-19

Can I say to the thousands of staff at Austin Health; to Austin Wills, the CEO at Warringal Private Hospital; and to the team of course at Mercy Health, a huge health precinct in my electorate; and to the many thousands of workers doing a fantastic job over so many months in relation to COVID-19: the teamwork and the leadership has been excellent.

I know that today of course we are also working through Macleod Preschool and a COVID case there, and I want to thank the education department and the Deputy Premier for their work and that of the team there, and I wish well that community as we continue to work our way through supporting each other in these challenging times.

AUSTIN HEALTH

I rise to acknowledge the service of Dr Max Alexander, and to quote his own letter:

"It has been a privilege to have had the opportunity to be the interim CEO at Austin Health over this short time and to work with such a committed and passionate team who make a significant contribution to patient care."

I do want to thank Dr Alexander for the confidence and the leadership he has shown over several months at Austin Health as interim CEO and also take the opportunity for us to welcome Adam Horsburgh as CEO on 15 June. Mr Horsburgh has extensive health sector management experience in Victoria as well as in the UK’s National Health Service. He is currently the deputy CEO and chief operating officer at Melbourne Health, and he has also had senior policy and adviser experience with the Victorian government, including at the Department of Health and Human Services and the Department of Premier and Cabinet. We are very much looking forward to him joining the team at Austin Health.

The Austin Health coronavirus hotline is available on 9496 6606, seven days a week from 8.00 am to 5.00 pm. Please call the hotline if you are unsure about your symptoms or need advice about when to visit the hospital. The call operator will go through a checklist of criteria with you to determine the best course of action you need to take.

BUSHFIRE RECOVERY INITIATIVES

Neighbourhood houses are the heart and soul of local communities—the go-to people connecting residents to services and support. My thanks to Evelyn and the Buchan Neighbourhood House team, plus Nico and the staff at Bruthen and District Neighbourhood House for meeting the Speaker and me last week so we could better understand their work in response to bushfire-affected communities in Gippsland and the support they are providing.

Hon John Cain

I rise to support the condolence for the Honourable John Cain. Melbourne’s northern suburbs have carried heavy hearts these past weeks since the passing of Victoria’s 41st Premier, the Honourable John Cain. Here are some local reflections on someone who so often was a familiar and reassuring presence in the Ivanhoe community that was his home.

There was a steady stream of inquiries to our electorate office in the lead-up to yesterday’s heartfelt memorial service. Locals were anxious to be there, to share their memories, to pay their respects, to give thanks and to show their support for John’s wife, Nancye, and the family. For so many people the election of John Cain and the government he led was the first time generations of Victorians cast a successful vote to elect a state Labor government. It changed their lives; the Cain government gave moral and legislative effect to their values.

R U OK Day

I attended the Victorian Parliament’s men’s health breakfast this morning with 25 other blokes, and we were privileged and uplifted by AFL legend and educator of and advocate for men’s health David Parkin, OAM. We reflected not just on footy and our own health but on those we have lost through mental and physical health hardships and how to live a balanced life. Again this year in my community we have lost good people, men, by their own hand. On R U OK? Day we ask and challenge ourselves to understand others. I am drawn to the strength of Hugh Mackay and his book The Good Life, where he talks about a good life being one 'devoted to the common good’ and its value to and impact on others.

Olympic Village Primary School

I would like to acknowledge and thank Olympic Village Primary School and in particular principal Cresten Pearce and school council president Margaret Phillips for hosting both the Premier and me on Wednesday in touring the $6 million redevelopment of Olympic Village Primary School. It is quite apt as we head to the 2020 Tokyo Olympic Games next year that at the place in West Heidelberg, Olympic Village, where we hosted athletes back in 1956, we are building a brand-new primary school which will open in September next month. This is really important. It will cater for up to 175 students. We have got the funds there to also do the landscaping and knock down the old buildings. It is going to be a fantastic space for the West Heidelberg community, particularly Olympic Village, and I am very pleased with the leadership of both Margaret Phillips and Cresten Pearce and the parents community there.
